a. bumpy vinyl floor

don't want to try anything yet in case it sets the ink (or is that an old wives' tale?) so hoping for mn experts' advice...

Biro is a bit of a b*stard. Milton on the floor?

Swimming shifts most things from a child, even CD marker pen. Allegedly [ahem]

Hairspray from vinyl floor. Hairspray gets ink off leather sofa's, so it's worth a try.
