Hmm....I start ironing the ruffle and then get bored so end up with a "half ironed ruffle and a ruffled up bit of ruffle!

Either ( depending on the ruffle) Open it up and iron it or iron both bits together and to the side ( IYSWIM!!!)

No I don't. If God intended ruffles to be ironed, they would be called 'smooths'.
