If its dried in, I suggest one of those spray carpet cleaners, to loosen it a bit. Then use a washing-up sponge which you can throw away afterwards and a big bowl of soapy water to clean it up.

Scrape off as much as possible, then spray with pet accident spray. Best thing for getting rid of stain and smell ime

scrub it with soapy water and a scrubbing brush.
