We put down a sisal runner on our stairs last year. Yesterday I noticed a couple of slightly dirty spots, so I used some diluted washing up liquid and a toothbrush to gently try and lift them. 24 hours later it still looks like this! It feels dry, so why the staining? Not sure what to do now!
