Smart meters

With the smart electricity and gas meters do they both have a device that tells you what yo7 are using or is it one device for both ?

And is it compulsory to use it ? I don't know if the meter sends the readings or the device does ?

I've got one device which shows both gas and electricity.
But your readings go to the company straight from your meters.
I very very rarely look at the device - in fact for months and months after I had smart meters installed there was a problem with the device actually picking up the information from.the meters so it was useless anyway.
Generally if I want to check usage, cost etc I just look at the app on my phone.

A single in-home display does gas and electricity. Using it is entirely optional, the readings are sent from the meters themselves.
