Is it effective?

I purchased a cedar wood anti moth pack cheaply from Amazon.I could smell the cedar wood in the immediate although it was not strong.A couple of months down the line and you can barely detect any smell.Is this usual? I don’t know if this means my clothing is at risk from moths.

You need to sand it down to ‘freshen’ the smell and effectiveness of the cedar wood. Some sets come with the sanding paper to do this.
