Do I have to scrub and rinse jayes?

Some of the concrete areas in my garden have started to smell of dog urine.

Can I just spray it with diluted jayes and leave it or do I have to pour it on, scrub and rinse off?

Are there any cats that could come into contact with it? They absorb things through their paw pads and it can kill them.
Doesn’t it say keep away from areas used by pets on the back? I thought it did but I’ve not used it for a few years, since I found out about the cat thing.

No cats, but dogs. Everything I've read says you can let them in the area once it's dried.

But I don't know if I have to wash it away.

I'll just look for something else to spray down with.
