Flat smells of cat pee 😩

My lovely friend has just bravely left an abusive relationship and moved to a new flat. She says it smells strongly of cat pee despite previous occupants not having cat and the carpets having been cleaned. She feels like the smell is coming up through the floors from flat below (cat lady) and it seems super strong in airing cupboard as if it’s coming up through the pipes?

Any tips on getting rid of or at least minimising the smell??

She could seal round the pipes in the airing cupboard. She could also complain to the landlord and see if they can do anything. If the smell is so strong it's coming through the floor then the cat urine is going to be wrecking the flat below. If she can stand plug-in air fresheners that might help. We had a problem with what must have been a dead rat in the loft making a horrible smell in the bedroom below but we couldn't find it. A plug in air freshener really helped.
