one item had a cardboard tag on.
the smooth cotton items lets go of the paper fluff with a good shake but a few brushed cotton things are full of paper fibres.
I don't havd a dryer.
what can I do apart from swearing?

Sellotape. Put the item flat on s table. Tear off a long strip of sellotape and drag it across the item of clothing. It will pick up the bits. Replace the sellotape when each piece is no longer sticky. Alternatively you can buy a roller of sticky tape with a handle for getting bits off clothes in Home Bargain. Re wash clothing after you've got the worst of it off.

I managed to put a paperback book in the washing machine with a mixed load. It was an absolute nightmare trying to get all the paper off all the washing. I picked off the big bits, washed it again ( and again), hung it out in the wind, tumbled dried some things, hoovered others and swore profusely!

I've hung it up now.
will try to brush off most before re-washing (might use offending dc's comb for that!)

I'm just glad it was not a glittery, grass-paper gift bag.

crisis over
I brushed most of the fibres off and rewashed this morning.
not perfect but good enough (and dc can remove further fibres if they want to too lazy)
