Sit the bottom one in boiling water and see if it loosens it.

Put them in the freezer. Wait a day. Should work... works for glasses.

I'd put them in the freezer as a last resort. I tried this and one of the cups broke.

Tap the bottom mug with a wooden spoon a few times, obviously not too hard, it’s like an air lock.

I'd go with that too - it worked on 2 mixing bowls a couple of weeks ago. Good luck!
