How to do you get chef whites white again and remove stubborn stains?

With great difficulty! I used to bleach mine once every couple of weeks. I find drying them on the line in bright sun helps a lot too.

If all else fails buy black whites.

DH used to wear bakery whites for his job. The best thing for cleaning them was a dab of fairy liquid on the stains and then a boil wash.

Have you tried vanish? I was wonder maybe it could do the job

For all stains I spot clean with neat washing up liquid and then wash as normal. The sun will also help on whites - I left a t-shirt on the line for 3 days recently and the red pesto stain disappeared in that time. The rest of the washing had long since come off the line but it took a few days for the magic to happen.
