Depends on age.

If young toys I just skimmed a few off from time to time if they were never played with.

Now they're older I'll collect together all the vehicles (for example) and get DC to choose which they keep (NOT which they get rid of). Helps them see that they have a lot and don't need them all.

I also got rid of toys I thought would bring me problems later - like stretchy ones that can burst. Anything broken goes

My kids are 4 and 2. I put it away out if sight for a few weeks and if it's not requested or even looked for, it goes to either the charity shop, the children's centre or gets sold.
99% of the time, it's never mentioned again.

Toys - would another child also benefit from this?
Ie if you have similar, or child outgrowing just pass on and let someone else benefit

What's your mantra when it comes to decluttering kids toys?
Not sure about mantra, but my Dc are little - I put toys they don't play with in a big bag, then after a few weeks empty the big bag out in the middle of the floor. Anything they are instantly drawn to, gets kept. Anything that still gets ignored, gets moved on.

Am I effectively paying to store/use/insure this.

And finally will someone else get more from this if I sell/donate this NOW as opposed to me holding onto it until it really is worthless.
