May have ruined DS puffer jacket

I washed it on a gentle cycle (my machine actually has a cycle for outerwear) at 30 then tumble dried on low with tennis balls, and still the filling has clumped.

Is there anything I can do to rescue it?

Sounds like the filling hasn't dried yet, back I'm the TD with tennis balls I'd say!

Yep tumble drier with tennis balls on a low heat.

Tumble drier on low heat for longer. Take out and shake every so often?

The feathers will be clumped together. You can loosen them by pulling them apart with your fingers in each of the stitched pockets/channels, then back in the tumble dryer and repeat.
