Biting insects in new house

I've recently moved into a new house, it's a 200 year old cottage so I'm expecting bugs/ spiders etc.

The downstairs is all wooden flooring and the stairs and bedrooms are all carpet. The previous owners had 2 cats and I'm presuming had litter trays upstairs. In certain areas there a large 'oil' patch on the carpet (corner of the bedroom and landing). I thought at first it was damp but it's really oily and hasn't dried out. So I'm presuming litter trays?

Anyway to my point, I'm being bitten by something at least 1/2 times a day. It results in itchy, red lumps. I've sprayed the carpet with anti bug spray, I wash the blankets we use downstairs, the bedding gets washed all the time and Hoover all the time. Is there anything else I can do other than ripping the carpets up and throwing them in the bin? Again im presuming it's fleas as im not seeing any mosquitoes.
