Oil Burner Problems

So I private rent and whenever I get an oil delivery my oil burner won’t come on, this has been going on for 2 years and the landlord has had the plumber out once and the rest of the times he comes out and sorts it himself, Friday got more oil and same thing so contacted him to fix it and he is basically blaming me and has replaced the pump 3 times this week already! He has a new boiler apparently but just needs the plumber to fit it but he’s blaming me for the amount of money he has spent replacing the pump every time I get oil, am I wrong for thinking this is his problem and not mine , he’s responsible to keep it in working order.

Do you let it run out before refilling? That could cause problems.
Otherwise I'm struggling to see how it won't come on just from topping up the tank.

No I don’t let it run out it’s an old burner and my landlord himself has said that it needs replaced and he has checked the tank and said there like sludge or something in it and it needs cleaned out but now he’s trying to blame me for the burner

If you aren't letting it run out then its the equipment and not your fault. You don't have any choice, what does the landlord expect you to do! How annoying for you.

It’s frustrating middle of winter and I was days without heat, he was out today fixing it again and had the cheek to suggest it’s the oil company Hmm in a few months I had went through 1000L and there was oil all around the burner and leaking into the wall so I took photos and sent them to him
