Cloudy plastic/pvc - how to clean?

DD has bought secondhand a designer tote bag which is clear plastic/pvc - or supposed to be! It is v cloudy/dirty on the inside and a solution of fairy liquid and water hasn’t worked. Any tips on how to restore it, please?

Have you tried alcohol wipes? I mean like rubbing alcohol, forget the real name!

Actually scrap that, now Googled it and it seems that might make the plastic cloudy, the opposite of what you want! Sorry!
