How to get a duvet soft?

My lovely mum bought my little boy a personalised Christmas duvet cover and pillow case, it only arrived yesterday but I opened it last night and it was so rough - almost like a tablecloth! I've washed it and chucked in a load of fabric softener for good measure and it still feels like it's going to be rough (it's still drying).
Does anyone have any tips on how to soften up the fabric?
I don't want my mum to have wasted her money but at the same time I can't put this on my sons bed the way it is now!

I always find everything softer after being tumble dried

Oh bugger, I don't own a tumble dryer! I've put it through again with just fabric softener and a touch of distilled vinegar and it seems a bit softer but we'll see when it's dry!
