Are black specks in the water harmful for babies?

Hi I am living in Scotland where generally you can have good tab water for drinking.
I am with a baby (just becomes 2 months) on formula feeding then found out the hot water from our kitchen and bath tabs contains some of black specks as you can see the photo I achieve. I am afraid of that if these black specks are harmful to babies.
Of course I use cold water for making formula however I use hot water to wash milk bottles with teats or shower him so on.
Furthermore I am not sure if the black specks only from hot water.
We are renting a flat so could contact our property agency later but I assume that they could not do anything during this corona crisis. Has anyone seen black specks at home?

Do you have a hot water cylinder that stores hot water or is it a combi boiler you have? As long as the bits are washed away it should be fine

I suppose it is a combi boiler that supposed to be replace new as soon as possible actually.

It could be due to the tap washers starting to disintegrate.
