Can 100% compostable 'plastic' bags go in the green bin?

Bought some of these from tescos. It does say 100% compostable. Do you think they can go in the green bin? I've had enough with the maggots and the flys...

our council won't take them unless you buy them from the council there were tons of people writing to the local about it

but those you buy from the council are also compostable plastic or paper bags?

i know it's mad isn't it, i'd call your council and find out
