the absolute answer is yes it can (it doesnt normally though, but it can)

Where i work we have a 5-6 100% cotton t shirt (2 of them actually from same place) that have shrunk in T dryer to approx size 2-3.

unfortunately it does - I now never put anything in that is suspect even tshirts.
