Cleaning blinds

Hi we moved into a rented house and the blinds look like this. How do I clean it off please.

Is it mould or dirt? It's hard to tell in the picture.

Take off the slats and soak in the bath with washing powder and some bleach. Rinse with shower. You might need to scrub.

You could try a mould and mildew remover but I think I might speak to the landlord about getting them replaced!

I think it is mould but there's no mould anywhere else. I did mention it when looking at the house and they said they would speak to him. Then they said he was getting quotes. Then when we moved in they said he said we could replace them but I'm thinking we will have to pay. I don't mind but just wanted to see if there was a way of getting it off first.
