How do I stop wildlife getting in my food waste bin

I have a small council bin that has a locking handle that you lift up/down to lock and unlock
I have actually seen the local cat opening it and every morning I come down to a complete mess. I’ve tried weighing the lid down and putting something in front to stop it being tipped over but it’s still getting in?

Any suggestions? Locking it in the shed would be such a palava and I don’t want it in the house!

Could you sprinkle hot chilli powder on and in a few times to deter?
