Communal area problem

I need some advice, I basically am living in a flat opposite me is a guy selling drugs so always new faces turning up in the communal stair well which btw has no lock on the main door so anyone can just walk in. We currently have a homeless man who is angry and drunk and threatening some people within the building and within this time there has been poo 💩 under the stairs it stinks. I'm unsure if it's human or cat tbh as we had a problem with cat piss a few months ago it's been like this since I moved in 3 years ago. We have previously had a homeless man stay here outside people's doors. Before anyone sends any hate I have the biggest sympathy for the homeless and wish I could help somewhat but when young girls are being threatened it's hard to not be worried for my daughters safety and surely poo and wee is a health and safety risk or whatever you'd call it! I live in Cornwall so I rang environmental health. They told me it's my landlords job to sort. All the landlords in the block of flats pay maintenance so it's that companies job to sort, yet they do NOTHING! In fact all they've done is paint the stair well walls and Hoover ONCE. It is me and my neighbour who hoover it as it gets gross obviously. Someone help 😫 I am trying to move I have been for a while but for the mean time I can't live like this

It all sounds awful though. Have the police been called when there has been any threatening behaviour?

I would be onto my Landlord every time something happens. It shouldn't just be passed to the maintenance team as this isn't just an issue of maintenance. I'd log it all too. Have you spoken to your neighbours about it? Could it be an idea to go round to your neighbours to discuss the issue and get some signatures confirming so?

Is anyone a homeowner or are you all tenants?
