Extractor fan madness!!!

Help!

So I've moved to a lovely flat
There's one problem
It has no bathroom window and there's an extractor fan - fine so I thought

I moved in 5 days ago and I thought the extractor fan was stuck on ON
The electrician has taken until now to come out as bank holiday and only reported it Friday
Anyway he says this -

It isn't stuck on ON its on because of the humidity
I've said well it never goes off!! Even at night?!
And I cannot sleep as I can hear it through the walls
He says once the humidity goes it will go off but it doesn't

I've turned the fuse off as I couldn't cope with the sound
He says because I have done so that's why it's on constantly
But now I'm not touching the fuse as he says if I do and there's damp I will get the blame

Fair enough anyway so I've bathed and it's ON
He says there is a humidity control which I can turn to low at night but recommends I turn it back up to high when I go out which obviously
I'll do

But I've never had this problem before
But he said as there's no window and it's a large bathroom then I just have to put up with the fan
But the thing is it could come on anytime even though it's turned low at night time

Does all this sound right because surely not ? It's super loud and at night it's keeping me awake

Help me - any electrician advice or people that have bathroom with no window? Surely you can buy good humidifier- not those cheap couple of pounds ones
I wouldnt mind spending money if I knew that fan wouldn't come on at night
It's and enough in the day
I bathed an hour ago and it's still bloody on ?!

Maybe get a quieter model? It's annoying but not worth getting damp.
