Towels extremely "dusty" after washing.

Even after washing my towels on a hot wash with nothing but towels in the drum, after they've dried on the line (or on a clothes horse inside) and I give them a shake, the amount of "dust" that comes off is insane! It's like they've been sat in a disused house for 10 years uncovered! I can literally shake them for 5 mins and "dust" still escapes them. What is causing this? How do I stop it?
I thought the problem was an old machine, but I've got a brand new one now and it's still just as bad.

I separate all my loads into similar types/colours etc.
I don't overload the drum.
It's not residue from a lost tissue, it's the exact form of dust (tiny particles)
I currently use powder. (Thinking of trying a liquid)
Other clothes get dusty too, but towels are the worst.
I don't have a tumble drier.

Help! It's making me feel like my whole house is dirty and caked in dust. ☹️

Weird!!! Is it powder residue? You could try using half the amount and using an extra rinse cycle to see if that helps?
