Are these curtains too short, yes or no??

Yes, either at least as far below the window as above or floor length.

Yes, and the pelmet isn't deep enough, either. Could you shift everything down about 10 cm? I'm presuming the curtains can't be lengthened.

Cant shift anything, pelmet original in house about 60 years old. If the curtains were a bit longer say 6 inches would it look ok???

I think a few extra inches of fabric would work better.
