Electric clothes horse. A hazard?

I have one, and i cannot grasp them.
Its a one that stands up similar style to an ironing board and you hang the clothes over the bars.

Now...this is where the confusion comes. The part where the clothes are hung over...that bit dries, where as the rest of the clothes item is still wet.
Surely, since the heated bar is continuously only physically touching one part of the clothing at all times, then it is going to be a fire hazard?

I have thought maybe you lay the items across the top of the bars, but that would be stupid as you would only get one adult jumper dried at a time, as opposed to the severeal t shirts i currently have on it.

I have just brought a Lakeland heated airer - is that the same thing? I layer the clothes and throw a sheet over, everything dries overnight! Before I was hanging stuff but it didn't all dry, like u say it dries the bit hung over the warmth but this way works better and I can get more dry at once! I usually later three items on top of each other
