Mould growing in the bathroom and bubbling wallpaper - HELP

We rent a council house and it is in severe need of some upgrades!

However, this year I have noticed mould growing up the wall (painted with bathroom paint) in the bathroom and on the rollerblind. I keep wiping it off, but it seems to be spreading.

The hall and DD's bedroom are wallpapered and I have noticed sections that have bubbled up.

How can I stop this without having the heating on more? (can't afford the gas bill for summer let alone winter)

We had a similar problem at our old flat. It ended up with me threatening to take the council to court. They put the blame on us, saying we didn't close the bathroom and kitchen doors (we didn't have a kitchen door!) which caused condensation and mould. After a 3rd inspection, rising damp was identified and they had to strip the plaster off the wall and do something or other. We moved out before they finished it but it was a long battle with them, over 2 years.
I'd recommend you take photos of the damage caused, I also found there was more damage around Feb/March. I used raw bleach to clean it, it never lasted long though.
