How can I clean old plated/stainless steel cutlery?

i have an old canteen of Viceroy cutlery like this.

Can anyone tell me the best/easiest way to clean it?

I'd just handwash in hot water and detergent, but keep the bone handles out of the water (or dry straight away) as they deteriorate over time otherwise. You'll not get the tarnish off, though, as it's worn plating.

stainless steel, if tarnished, can be polished up using a green nylon scourer and a bit of WUL. For daily washing up, a nylon brush will be suitable.

I don't think the handles will stand up to a dishwasher.

p.s.

although the knife blades seem to be stainless, the spoons and forks might be EPNS. Don't use anything rough on them, such as a scourer. Goddards Silver Pad (foam) is good for silver, but I have no EPNS.
