plantation shutters

Anyone on here any ideas on how to clean my inherited plantation shutters. They are white and FILTHY. Damp cloth doesnt do it neither does flash.

Sugar soap and a scrubbing brush? Are they gloss painted or some sort of matt stuff? (sorry - no real idea, but this will bump it so that someone else who actually knows might see it)

Scrub them with orange degreasing household spray and then a fresh coat of Lifeproof paint. Do you get on with them? I thought about getting them once but I decided they and venetian blinds must block out quite a bit of light even with the slats open.
