What to wash walls with?

I'm in a rental, and not sure what kind of paint it is. Matte but not sure if it's washable. Walls have become pretty grubby around light switches, up the stairs and the kids room inexplicably needs everywhere done Hmm
What do I use to wash the walls? Washing up liquid in a bowl? Just water? A wipe?

I used washing up liquid and a sponge. But my landlord must have used cheap paint as it was coming off too! So please beware. In the end we did some repainting in magnolia endurance washable paint.

Sugar soap from a DIY shop.
