I think it is part of the Asian food promo they're doing at the moment. My DS is going to be weaning in a week or two so was thinking of getting a steamer because steaming is preferable to boiling, as the food retains its flavour and vitamins. I walked into Lidl and saw them in the mostly tat odds and ends bit.
You can put up to a litre of rice in it but be warned- the vegetable steaming insert is not that big, large enough for an adults plate of veg, which is why I'm saying it is ideal for preparation of baby food. I've put a stock image up of it but if anyone wants real pictures of the components I'd be happy to do so.
