Dried in sick

Was wondering if anyone can help, I work cleaning communal stairs someone's been sick it's really dried in Shock
I've googled it and it says soap powder on it which I've tried but it ain't coming off

Any other ideas?

Some one in my family had an accident on the car seat, with blood. I tried the Pet stain remover and it looked OK, but dried with a large water mark, so I went over it again with upholstery/carpet shampoo, and it worked a treat. I didn't need to scrub, just wipe over thoroughly.

You can hardly tell that there was an accident.
