as it gets dirty quickly I'm worried it might become a bed of germs in this hot weather. I don't want to put anything too harmful like bleach, even more so because dd has eczema. Any advice ?

I was going to suggest dettol but I'd don't know with excema

or even whether it would be effective

Why would you want to? Surely a bit of dirt is a good thing for the immune system?

If she pees or poos in it, then I would change the water, but otherwise not bother. there's another thread discussing this ATM. We change the water in ours about twice a week when it's in use, and have done so since dd first started using it at about 6m.

You can buy a pump like for swimming pools if you don't want to empty and clean it every few days...also keeping a cover on it helps keep it clean.

agree with prettycandles; just change the water when the dead fly count is rising rapidly!
