Getting rid of smoky smell.

I live in a ground floor rented flat. I don't smoke and no one ever smokes in my flat. Unfortunately, either the people upstairs smoke or the previous tenants did and there's a horrible smell of smoke in the flat I can't get rid of. Is there anything I can do?

Would a steam clean of the soft furnishings work? Smoke is awful, it gets into everything!

There is only a sofa, I've put up my own curtains, and I open all the windows when I am in the flat. I really think its coming down from upstairs

Prices (the candle manufacturers) used to do an excellent one in a tin, specially made to clear tobacco smells. I'd get in a dozen or so.

As a longer-term improvement, I think I'd mention this to the agents/landlord, as it's not fair that you should be living with this smell, which was obviously not apparent when you agreed to rent.
