I expect it will just be emulsified fat (liquid paraffin, lard, whatever)

so I would treat it as a grease stain. Start with a rag lightly damped with white spirit, turn it as soon as the pad gets greasy.

It might take the paint off, I don't know.

When you think it is perfectly clean, wash it dowm with sugar soap and hot water which should remove any remaining greasiness. Don't use detergent or soap until after you have used white spirit. Vodka might do as a substitute.

It is flammable and poisonous. Wet your used rags or kitchen roll with water and tie into a plastic bag to prevent them catching fire.

Let it dry fully before repainting.

Have you tried baby wipes?

The other thing you could try is a damp cloth and washing up liquid.
