How to clean a double nipper?

My double nipper buggy has been an absolute lifesaver in all the recent bad weather ( snow and floods), but is now looking a little worse for wear.

Any ideas/hints on how to clean the basket area at the bottom- this is quite dirty and muddy being so close to the ground. The undersides of the baskets at the back of the seats need cleaned too.

Bought this second hand so no idea how to clean it, what's washable and not.
Pretty sure main frame fabric does not come off and this is the main problem area.

I used to clean fabric bits of my buggy using babywipes.

I'm pretty sure it came apart (think there was some unscrewing involved but NB I didn't have a Nipper!) so you could get all the fabric off. But if you washed it you were without the buggy for a day or two and that was not very easy!
