Chances of exchange being rejected?

I have successfully found an exchange to move out of my HA property. It is a 3way which lands me a house, out of a fff. So far everything has been far, far from straight forward but still in with a chance at the moment. Problem lies with one of the other parties, whose house I would be moving into. She has had rent troubles for as long as we remember (we are friends) but before submitting our paperwork, we spent months applying for a DRO so her arrears would clear. This was successful and accepted by her landlord and the landlord of the property she is moving to. All three of us tenants sent paperwork, and our 42 days lapses on 30th July. Myself and the third party have both had our inspections that went very smoothly. My friends, though, didn’t. They told her there’s no way the swap would be approved in her houses current condition and told her she needed to sort both gardens, and pull up carpet. We spent the weekend doing this, it still needs a clean though but I’ve said I am willing to accept as is to get a garden for my girls.

However, her landlord has rebooked another inspection for the 26th July! This is only 4 days before we’re supposed to have an answer. Her HA haven’t provided a reference yet, if they’re waiting to do this until after the second inspection then we’re going to go over the 6 week limit. My other concern, being that she hasn’t looked after her home (it isn’t damaged, but is far from clean), and has had rent issues in the past, would her HA have to include this in the reference and therefore new HA likely to refuse or would her current HA include as little as possible, so as to get her out of one of their homes!

I’m besides myself with worry. It’s been a long road and I’m not sure I’ve got much left in me! There’s been so many bumps that we’ve overcome that it would be a shame for it to be rejected now when the rent and condition were problems from the offset. You’d think it wouldn’t have got this far otherwise.
