I can't offer the direct link as what I found was an odd file, but this comment comes from a document drawn up by Cambridgeshire LA:
"The Local Authority believes that for the majority of children school is the most appropriate venue for and means by which education can be accessed and does not therefore recommend or encourage home education."
Nice! 
It goes on to give what is effectively a long list of reasons why flexi schooling would be inappropriate, is clearly very concerned about legal claims that the child has been failed if a school agrees to FS and is so exacting in its requirements that I would imagine that flexi-schooled children are virtually non-existant in Cambridgeshire.
