What window treatment to replace these roller blinds?

We’re deciding between Roman blinds and shutters. The windows face the street so we need privacy at times. Will white shutters with the widest spacing still make the room dark and gloomy?

Cafe curtains? So a sheer curtain which just covers the bottom half of the window? Or do you need total privacy at night when the lights are on?
