they look like somethings been spilled on wallpaper but there hasnt and theyre dry to touch ive looked up and concerned that it could be dampness but theres different kinds of dampness im just wondering if anybody else has experienced this and if you can tell me if its a serious issue and what i should do

So, have you been in the house long? Any leaks? Do you know who did the decorating of the walls and what lies under that top coat?

I’m wondering about the condition of the walls prior to being painted because that doesn’t look particularly like a rising damp from my experience.

i think it might have been guttering problems but wanted to make sure they hadnt been cleaned since ive lived here it was my parents house they had it before me the gutters hadnt been cleaned in about 25 years i got them cleaned about 2 or 3 weeks ago also there was a slate came off roof during one of storms at beggining of year rain got in and i think that had an effect the slates been fixed now so i dont know if ive overlooked the marks while that was going on or if theyre new i dont know who did decorating my parents got somebody to do it about 7 of 8 years ago
