Don't have a clue how to decorate my hall/stairs/landing - ideas?

Please can those with more wisdom and design flair help me out please.

My HSL is in desperate need of some TLC. As you can see I have high ceilings and an original picture rail plus I have an original plaster frieze at the top of the walls.

The stair panelling needs painting (originally it had a dark paint on it so it was never intended to be bare wood). Do I go Matt, eggshell or gloss? Plan on keeping newall posts and rail natural wood though as those are oak (I think).

I have a borrowed light at the top of the stairs (we keep it covered in winter though as it lets out too much heat into the attic)! So it's a pretty dark area with only the window being the one in the pic.

I'm thinking grey's but I'd love a pop of colour (dark blue is my thought) but will it make the room too dark.

And how do I decorate so as to highlight the lovely decorative plasterwork (paint the ceiling something other than white?)

My DH is a 'traditionalist' when it comes to décor but I wanted something a bit more modern.

I personally would rock the varnishes panelling and stairs but freshen it up so sand it back and use a lighter varnish maybe matter. Then a natural material carpet that's hard wearing and go for a colour above the picture rail extending onto the ceiling if you can like a v light blue, then a chalky white underneath.
