Is there a way to refresh old wallpaper?

We're looking to buy a house that's beautifully decorated in William Morris wallpaper throughout. It's a bit heavy and dark in some rooms and it's been on the walls for many years. Does anyone know if it's possible to (affordably) refresh and brighten up old wallpaper?

You could try washing it down using sugar soap - that will remove surface dirt. Try it on an unobtrusive area first and go easy so as not to remove the surface of the paper or unstick it in any places.
