recommendation for winter wonderland holiday?

I'm planning ahead for our anniversary next Dec (09), we'll have a DS nearly 3 and 8mo DC, but it'll be our first holiday since getting married, so we're thinking of a winter wonderland type holiday, somewhere family friendly, but a bit romantic too. any suggestions??? (we're not skiers, but happ with snow!) TIA.

Have you thought of Lapland Meeting Santa then staying in a chalet?

I wouldn't recommend lapland with one that young would wait a few years. It can get very cold, we were there a few years ago with a 4yo, admittedly it was exceptionally cold (-20) but even in all the cold weather gear they give you he suffered and it spoilt his enjoyment of it. The smaller they are the quicker they get cold.
