When to travel with 2 under 3?

Hi,
I'm normally a full time teacher and as such, have not been able to afford an abroad holiday in 5 years due to the crazy holiday prices (totally empathise with parents with kids in school as well. I would take mine out in term time if I didn't have to work!) Even pre kids, we've always done cheap flights and air bnb, drive ourselves around and enjoy walking/exploring etc. Not after a high end resort holiday by any means! But even the flight prices in the holidays are crazy.
So I'm about to start my second mat leave and want to use it as an opportunity to go on a cheap European holiday. I'm on mat leave until October 23 and my baby is due in November. My other child will be 18 months when number 2 arrives.
My question is, are we mad to consider this?! If not, when would you go? May/June time with a 2yo and a 6 month old, or September time with a 28 month old and a 10 month old?
Is it easier if one of them is immobile/not on solids? Maybe we should go even earlier?
Once I go back to work next October (or earlier if we don't do the holiday in September) we'll likely be unable to afford to go again for a few years.
Any experience or advice welcome!

I'd go before the smaller one is mobile and before the eldest turns 2 and will need their own seat on the plane (although that means you'd have a child each on your lap for the duration of the journey so you'd need to balance that out with the cost of them needing a seat).

Agree with the above! Easier pre weaning. We did Tenerife with a 5 month old and 2 year old.
