Collecting from Heathrow T3

For the first time in years I'm collecting someone from LHR T3 this morning. I used to aim to be in the Arrivals hall 40mins after the plane landed.

Is this still the right strategy? Has anything changed to speed up or slow down baggage retrieval or immigration for non-UK citizens?

Use the flight landing app for timings. And add 40 mins for baggage and immigration. More if they are on a non uk passport
