Covid pass for 15year olds

I have a 15 year old son who has been double jabbed and wishes to travel to Spain to visit his elderly grandparents.

I have just heard that travel COVID passes are only being issued for over 16's.

Does anyone know if this is true?

If so, is there anyway to get around this issue?

He needs to download the NHS app (not the COVID one). I’m going nature if he needs to be 16 though.
