Car Hire in Belfast going into ROI

We have recently started hiring a car at Belfast airport to drive to DP's parents in Donegal. Each time we have been charged extra when we pick it up because we will be going over the boarder. Yet when we hired a car in Nice we were allowed to drive to Italy at no extra cost.

  1. Why do we get charged in Belfast, but not elsewhere?
  2. Is there any way to avoid this charge?

We purchase CDW insurance to avoid needing that from the hire company, could we somehow purchase this in advance also?
