May; is it warm enough to be by a pool all day in Rhodes or Cyprus? (Phaphos)

By the pool but not in the pool. We have been to both in late May and had glorious weather but pools were a tad bracing.

In Rhodes (Pefkos) we found it was warm enough in pool and sea in late May, but needed a jacket in the evening. The temperature in the evenings ramped up at the start of June. But Pefkos and Lindos area tends to be on the warmer side anyway.

We've booked Rhodes for mid-May so I hope so!
Have previously been to Kos and Paleros on mainland Greece in May and both times it was scorching!

It depends. We always used to go to Greece for the first 2 weeks in May (when kids were little). Most times it was lovely. Just warm enough to swim/paddle, and not too hot for the kids to play on the beach. One year it rained almost every day for a week though and was quite chilly at times.
