Maybe something on this list would do the trick?

Not central London, but 10 mins from Victoria by train in Herne Hill is a great kid friendly pub called The Florence. They have a play room out the back (not supervised). If it's a nice day you can sit outside in the garden and look into the play room. If not, you can take turns in checking on them. Good kids' food too.

If you go to the Florence check whether you are in the 'Adults only' area when booking. I did not and we were exiled to the kids room while the rest of the gathering had a meal. The staff were inflexible and would not let us sit even for 10 mins while she had a snack. This was 2pm.

A great kids room, but not fun to spend several hours in there while the rest of my party was in the pub! The dogs were more welcome.
